Design and construction of Contract 704 for the Singapore Land Transport Authority comprising two underground civil defence stations, 5km of bored tunnels, 2km of dual lane viaduct, and other associated civil and architectural works.

Seconded a project commercial manager and assistant commercial manager to the main contractor.

Also instructed to prepare defence to significant and numerous design consultant claims alleging additional costs as a result of re-design and unforeseen client requirements. Response included reference to design consultancy agreements and tender services deed, which clearly defined the scope and pricing requirements.

LIGHT RAIL TRANSIT LINE 3 (LRT 3)

A 37km light rail line connecting the Greater Klang Valley urban area with 26 stations that included viaduct, station, and associated works. Prepared consolidated extension of time and loss and expense claim, including prolongation costs, against the main contractor. Carried out training for the client’s project team.

On another package, Rimkus formed part of the claim consultant’s team fully retained by the PDP appointed by the government of Malaysia to manage, execute, and complete the overall project. Carrying out multi-tier contract administrations, advising on claims particularly on variations, internal reporting, and co-ordination with PDP project teams.

Further provided quantity surveying tasks for the internal fit-out works to the elevated section V2, including preparation of monthly progress claims, conducting site valuations, assessing subcontractor tenders, managing subcontract awards, and evaluating subcontractor progress claims.

SUBANG – SKYPARK DOUBLE TRACKWORKS (SUBANG SKYPARK)

The project refers to the extension of the KTM Port Klang Line from Subang Jaya to Subang Skypark Terminal. This 8km project involves constructing an elevated double track, implementing signalling, communication, and electrification systems, and connecting to the existing rail network to provide direct rail service to the Sultan Abdul Aziz Shah Airport (SAASA).

Led the commercial and contractual portfolio of a Malaysian consortium for the project. Carrying out all aspects of quantity surveying services and led the preparation, presentation, and discussion of extension of time claims on behalf of the consortium, and managed downstream claims.

LIGHT RAIL TRANSIT SYSTEM UPGRADES AND NEW TRAINS

Upgrades to the current light rail transit line over a 5-year period. The project will include an upgrade to its automatic train control system and the purchase of 27 new trains.

Assessed contractor claims and attended a series of negotiation meetings with the employer to facilitate dispute avoidance and an amicable settlement of the claims.

Provided an independent quantum assessment on behalf of a Malaysian system specialist contractor to assess completed works done and other expenses, for the submission to a CIPAA Adjudicator in a nonpayment dispute.

EAST COAST RAILWAY LINK INFRASTRUCTURE PROJECT

Updating progress programmes, developing catch-up programmes, and preparing and submitting extension of time applications for the underground package works.

Provided expert quantum services in a statutory adjudication matter concerning the valuation of variations. The dispute involved a subcontractor responsible for the relocation of electrical works.
